UK Haulage 2025: DVSA Updates, New Rules and Fleet Compliance

2025 has been a busy year for anyone running trucks in the UK. Between DVSA rule changes, new tachograph deadlines, and a growing push toward zero-emission vehicles, there's a lot to keep on top of — and the consequences of falling behind aren't just a fine. They can mean a call from the Traffic Commissioner. This post breaks down the biggest changes and what they mean for your fleet, day to day.


Drivers' Hours: What Changed in April 2025

From 21 April 2025, updated regulations came into force affecting how drivers' hours rules are applied — particularly for international work.

The headline change is that drivers on international journeys now need to be able to produce 56 days of records at the roadside, up from the previous requirement. If your drivers cross borders regularly, this needs to be sorted now, not when an enforcement officer is standing at the cab door.

There's also a terminology shift worth knowing about. DVSA guidance now refers to "assimilated drivers' hours rules" rather than "EU law" — same rules in practice, but the updated language reflects the UK's post-Brexit regulatory framework. Don't let the new wording catch you off guard if you're reading official guidance.

For routes between the UK and non-EU countries, AETR rules now apply. If your operations stretch into countries like Turkey, Ukraine, or other non-EU states, check your compliance process reflects this. It's the kind of detail that gets missed until it causes a problem.


Tachograph Retrofitting: Two Deadlines You Can't Miss

If you haven't already started planning for Smart Tachograph 2, you need to get moving.

The key dates:

  • 18 August 2025 — Vehicles currently fitted with Smart Tachograph 1 must be upgraded to Smart Tachograph 2
  • 1 July 2026 — Vehicles with a gross vehicle weight between 2.5 and 3.5 tonnes must also be fitted with Smart Tachograph 2

The August 2025 deadline will already have passed for many operators reading this, so if you've not yet upgraded your heavier vehicles, you're already in breach. Book the retrofits as a priority.

Smart Tachograph 2 brings improved remote enforcement capabilities, meaning roadside officers and DVSA can access more data, more quickly. That's more transparency — which is fine if your records are clean, and a serious issue if they're not.

Roadside Prohibitions: New Email Notification System

Since 17 July 2025, the DVSA has changed how it notifies operators about roadside prohibition notices. Instead of relying on paper processes, prohibition notifications are now emailed directly to operators — but only if you have an email address registered on the Vehicle Operator Licensing (VOL) system.

This is a simple but important admin point. If your contact details on VOL are out of date, or you've never added an email address, you won't receive these notifications. The prohibition still stands — you just won't know about it promptly.

Zero-Emission HGVs: Slow But Accelerating

The wider UK HGV market contracted by around 10% in 2025, with 40,504 new registrations across the year. That reflects ongoing economic pressures and fleet operators holding back on new purchases.

But zero-emission trucks tell a different story. Registrations for zero-emission HGVs jumped 170.5% year-on-year, reaching 587 units. It's still only 1.4% of the total market, but the UK has now passed the milestone of 1,000 total zero-emission truck registrations, with more manufacturers bringing viable models to market.

Events like the Commercial Vehicle Show at the NEC Birmingham in April and RTX Scotland at Glasgow's SEC in November showcased the latest from DAF, Volvo, Mercedes-Benz, MAN and others — including real progress on electric charging infrastructure for fleets.

For most hauliers, full electrification isn't coming tomorrow. Range, payload, and charging infrastructure are still real-world barriers. But the direction of travel is clear, and operators who start planning now — route analysis, depot charging feasibility, driver training — will be better placed when the economics do shift.


Compliance Fundamentals: The Basics Still Matter Most

With all the changes happening at once, it's worth grounding yourself in the fundamentals. The DVSA's Earned Recognition (ER) scheme remains one of the clearest signals that an operator is running a well-managed fleet. The HGV Operator Audit Standards for Earned Recognition set out exactly what the DVSA expects — from maintenance records and defect reporting to drivers' hours and tachograph management.

Even if you're not in the ER scheme, these standards are a solid benchmark for any operator.   • Regular walkaround checks, properly recorded

  • Driver licence checks done consistently, not just at hire
