DVSA 2025 Compliance Updates: What Every UK Haulage Operator Must Know
If you're running HGV operations in the UK right now, 2025 has thrown a fair bit at you. Between new tachograph deadlines, updated drivers' hours rules, and changes to how roadside prohibitions get communicated, keeping on top of compliance has never felt more important — or more complicated. Here's a plain-English breakdown of the key DVSA updates you need to know about, and what they mean for your day-to-day operations.
Drivers' Hours Rules Have Changed — Check Your Records Policy
From 21 April 2025, updated drivers' hours regulations came into force across the UK. The most practical change for operators running international routes is the requirement to produce 56 days of records when crossing borders — up from the previous 28-day requirement for some journey types.
You'll also notice that official guidance no longer refers to "EU drivers' hours rules." Instead, the terminology has shifted to "assimilated drivers' hours rules" — a post-Brexit housekeeping change, but one worth knowing if your drivers or compliance team are referencing older documentation.
For vehicles travelling outside the EU (think Turkey, Morocco, or other non-EU destinations), AETR rules now apply explicitly. If your fleet does any international tramping, make sure your drivers understand which ruleset applies to which journey — and that your tachograph analysis process is capturing the right data.
What this means in practice
- Audit your record retention policy. Are you storing 56 days of tachograph data for internationally active drivers?
- Brief your drivers on the terminology shift — enforcement officers will be using the new language at the roadside

Smart Tachograph 2 Retrofitting Deadline: Don't Miss It
This one has a hard deadline. If any vehicles in your fleet are fitted with Smart Tachograph 1 (Gen 1), they must be retrofitted with Smart Tachograph 2 by 18 August 2025.
Smart Tachograph 2 brings improved security features and better interoperability with roadside enforcement equipment. The DVSA has been clear this isn't optional — operating a vehicle beyond the deadline without the correct tachograph in place is a compliance failure that could affect your operator licence.

Brake Testing Just Got More Flexible
Here's a genuinely useful change. From 21 August 2025, the DVSA approved the use of load simulation brake rollers for annual HGV tests. Previously, operators often had to present vehicles in a physically laden condition to pass brake performance checks — which meant coordinating loads, drivers, and test slots all at once.
Load simulation rollers replicate the effect of a laden vehicle without you needing to physically load it. That means:
- Less downtime — you can book tests more flexibly without waiting to fill a trailer
- Lower costs — no need to arrange a load specifically for test purposes
- Simpler scheduling — ATFs can process more vehicles, potentially easing booking backlogs
This is one of those updates that quietly makes compliance easier if you know about it. Talk to your ATF to confirm they have the new equipment in place, and update your pre-test preparation process accordingly.
Roadside Prohibitions Now Come Via Email
Since 17 July 2025, when a roadside prohibition is issued to one of your vehicles, the DVSA sends the prohibition notification directly to your registered operator email address. The email includes a link to download the official prohibition letter.
This is a significant shift from the older paper-based process. On the positive side, it means faster notification and a digital paper trail. But it also means you need to make sure your registered contact details with the DVSA are accurate and actively monitored.

The Bigger Picture: Market Pressures and Zero-Emission Growth
It's worth stepping back for a moment. New HGV registrations fell 14.5% in Q3 2025 — the fifth consecutive quarterly decline. Many operators are holding onto existing vehicles longer rather than investing in new kit, which puts even more pressure on maintenance standards and compliance.
The one bright spot is zero-emission HGVs, where registrations surged by 341.2% in Q3, reaching 225 units. It's still a small number in real terms, but the direction of travel is clear. New Driving Test Standards From November 2025
Finally, from 24 November 2025, new DVSA driving test standards took effect with a stronger focus on rural and high-speed driving scenarios. This affects new HGV driver testing, so if you're sponsoring trainee drivers through their CPC and licence acquisition, check with your training provider that their programmes reflect the updated standards.
With the national average wait for practical driving tests sitting at 22 weeks as of September 2025 — and the DVSA not expecting to hit its seven-week target until late 2027 — planning ahead for any new driver recruitment has never been more important.
